With submission attempts, they look good and the fighter trying to secure the submission usually looks to be the busier of the two, but submission defense is just as technical and the fighter should be given credit if he prevents the submission attempt.
In the end however, the best way to improve judging is for the fighters to actually finish the fights, because the way it's set up now, too many fighters have figured out how to manipulate the judges decisions.
